Consular Outreach Mission in Nicosia

A two-day consular outreach mission was conducted by the team of the Philippine Embassy in Athens, Greece last March 9-10 at St. Joseph Social Center in Nicosia. There were about 250-280 passports and several documentations issued as mentioned by the Minister and Consul General Eleonor L. Jaucian and the Attache Collecting Officer Renell D. Martinez. A huge number of applicants came from different areas in Cyprus and took the opportunity of attending the consular services, OWWA and PAG-IBIG membership as it was widely announced in the island. Analydia A. Turiano, Attache and Cultural Officer, and Byron B. Villanueva Consular Clerk and Mr. Bamboo Martinez were among the consular team who arrived.
 
The personnel of the Philippine Overseas Labor Office (POLO) in Athens, Greece were also with them. They are Atty. George A. Eduvala Labor-Attache in Greece, Atty. Jaime P. Jimenez, Labor-Attache in Cyprus, Jocelyn O. Hapal, Welfare Officer, and Jean V. Santos, PAG-IBIG Representative. ABS-CBN Representative from Milan Mona Lee Teves also came along with them.
 
During the two-day stay of these government officers, several meetings with the different groups were conducted. The team attended to several ATN (Assistance -to- Nationals) welfare cases. The new Labor-Attache to Cyprus was introduced to the filipino community to have a first-hand information regarding the situation of filipino workers in Cyprus.

Meanwhile, following the closure of the Philippine Honorary Consulate Office in Cyprus last September 1, 2006 the filipino community here awaits for the approval of the new appointed Philippine Honorary Consul by the Government of the Republic of Cyprus.
 
The consular outreach mission was facilitated through the initiative and leadership of OFWs’ volunteers namely, Emma “Emong” Pedroso, Marites Caligtan, and Primrose Lomas. They were assisted by the Tinig Pinoy Staffmembers namely: Vivian Laluan, Elizabeth Fernandez, and Marlyn Panaguiton with Anna Salvacion, Lisa P. Jataas, Mary Ann Tabasa and this writer Carmen Dolores B. Brazan – Llauderes.

8 hours of sleep for Filipino Domestic Helpers in Taipei

The City Government of Taipei urged employers to allow Filipino maids to have eight hours of uninterrupted sleep each night and let them have a separate room. This is in response to the appeal of the Philippine Overseas Employment Administration (POEA) to foreign countries.

The director of the Taipei City Government’s Department of Labor Su Ying-kui said that since the human rights is concern, employers must provide reasonable accommodation for Filipino maids and allow them enough time for sleep.

“These measures concern the human rights of Filipino workers. We will try to achieve this goal through a public awareness campaign. If some employers continue to exploit foreign workers, we do not rule out terminating their hiring contracts,� he warned.

He also added that eight hours of uninterrupted sleep is reasonable and necessary, some employers may find it hard to provide a separate room to Filipino maids.

Ying-kui suggested that “reasonable accommodation� should refer to either a separate room or employers should allow the Filipino share a room with their child under five years old.

There are more than 150,000 foreign maids imported in Taiwan and most of them are Filipinos.

Some foreign maids in Taipei have complained that they do not have separate rooms. They are forced to work long hours and do not have days off, like Sundays or other holidays.

Some Filipino Catholic maids have complained that their employers do not allow them to go to church during Sundays, while some Indonesian maids said they are not allowed to go the mosque on Friday.

Working in Korea? Read this…

The Korean government has passed three new labor laws that would give protection to foreign workers, including overseas Filipinos (OFWs), from abuses and exploitation of the employer.

The three new laws are the Contractual and Part-time Worker Protection Act, Dispatched Worker Protection Act and the New Labor Relations Act, which would take effect on July 1 according to the Philippine Labor Attaché Rodolfo Sabulao.

The Department of Labor and Employment Secretary, Arturo Brion, lauds the Korean government for the effort taken, saying that the labor laws and the latest jurisprudence will certainly benefit overseas OFWs including those who entered South Korea as industrial trainees.

“In behalf of the Philippine government and the families of OFWs in South Korea, I express my deep appreciation for the Korean government’s efforts to protect non-regular workers, many of whom are foreigners including OFWs,� he said.

The Contractual and Part-time Worker Protection Act grants the employers to hire contract workers for two years or less. Contractual workers who have been employed for more than years can be considered as full-time workers with open-ended contracts.

Philippines now a testing center for NCLEX

Before nurses who wish to work in the USA have to go to Saipan, Hong Kong, or other Asian countries to take the required National Council of Licensure Examination (NCLEX). This makes the deployment of Filipino nurses to the USA longer and more expensive.

Fortunately, the Philippines was recently granted permission by the US National Council of State Boards of Nursing to be a testing center for NCLEX. This is good new for all nurses who want to work in America. Because of this development, Filipino nurses no longer need to travel abroad just to take the licensure exams.

According to Presidential Spokesperson, Ignacio Bunye, President Arroyo said that this is very good news for Filipino nurses, nursing students and the nursing profession. The President also added that this is a landmark in the history of the Filipino nursing profession.

“Manila as a testing center for licensing exams would mean “huge savings and great convenience” for Filipino nurses hoping to land a job in the US,â€? Bunye said.

This will greatly help as majority of foreign nurses employed in the USA came from the Philippines. From 1998 to May of 2006, an estimate of 25,518 Filipino nurses with immigrant visas and work permits traveled to the United States to work.

POEA Advisories for Norway and Korea

The Philippine Overseas Employment Administration (POEA) recently issued out two advisories: one is about the recruitment of nurses in Norway and the other is regarding overseas Filipino workers (OFWs) which are overstaying in Korea.

Nursing Jobs in Norway

Nurses who want to work abroad must be wary of recruiters offering employment in Norway. At present, there is no demand for foreign or local nurses in the said country. The Philippine embassy inquired at the Health Department of Norway to confirm if the country is currently hiring foreign nurses. Per Haugum, Director of the Norwegian Registration Authority for Health Personnel said that he was not aware of any demand for nurses in Norway.

Overstaying OFWs in Korea

Upon the end of their contracts, Filipinos who are employed as industrial trainees in Korea must re-apply under the Employment Permit System instead of staying in the country as illegal workers. This is the advice of the Human Resources Development Service of Korea (HRD Korea).

Dr. Yong-Dal Kim, HRD Korea president said that both the overstaying worker and employer will face stiff punishment if caught. Furthermore, an increase in the number of overstaying workers will have a negative effect in the labor quota allotted to the Philippines under the Employment Permit System.

Filipinos who still want to work in Korea after the expiration of their contracts can register with the POEA. To be included in the list of applicants for Korea, they must also pass the Korean Language Test (KLT) and the medical examinations. A waiting period of at least six months is needed before they can enter Korea again.

Filipinos “Rock the house” in Nicosia

Another event which took place last month was a post – Valentine’s day presentation which showcased a group of very talented (popular in their own right) Overseas Filipino Workers. As they say that Valentine’s day is a very special day for all men, women and lovers all over the world, Filipinos in Cyprus are no different in that belief.

The show entitled “Filipino Hatid Sayaâ€? was initiated by the Kapisanan ng mga Mang-aawit na Filipino in Cyprus or KMFC, as they are affectionately called, and presented a very special show to celebrate Valentine’s Day for fellow Filipinos and their friends and families. The show took place on Sunday the 18th of February 2007 at the Magic Palace in Nicosia, Cyprus. The theme of the show was appropriately named “Give Love on Valentines Day with Ricky & Friendsâ€?.

Doors were opened from one o’clock in the afternoon, and by two o’clock the room was nearly full. However, as in every show, there are some unavoidable mishaps which always occur no matter how careful the preparations are made. When the program was about to begin, some technical problems with the sound system were encountered, and while it was so, everyone could feel the anxiety and tension building up from amongst the entertainers, while the audience patiently awaited for the opening of the show. It eventually started at two thirty, only half an hour late and that was not bad at all for Filipino time!

Fr. Zacheus Dulniok, OFM, of the Holy Cross Catholic Church in Nicosia, kicked off the opening number of the program with prayer for all Filipinos to unite and to always give love to each other. It was then followed by a very lively duet performed by Wilma Dayrit and Stella Toreon with the hit song “Flashdance�, then a rendition of “Living la Vida Loca� by Ricky Berbenzana who was accompanied by the graceful body movements of all the dancers.  Each singer performed a solo number and duets of popular songs were also rendered.

Whilst the Filipino Hatid Saya entertainers performed their numbers, audience can not stop themselves from dancing and singing along with them. It was a lot of fun and made the mood very jovial, as these artists proved their ability to sing with their powerful and angelic voices that made everyone in the audience admire them affectionately as they shouted out loud with appreciation.

The event organizer, the Cypro–Philippine Association, led by Mrs. Ester Beatty, enthusiastically acknowledged all those who attended the show, most especially those familiar faces that had not been seen during recent Filipino community events.

With her message, she hopes that the event will be the beginning of a continuous unity among Filipinos, and that it will encourage them to support each other. She said, “walang ibang magtutulungan kung ‘di tayo rin kapwa Filipino�. She encourages everyone to show their support to the newly formed entertainer’s group “Filipino Hatid Saya� for their binding artistic talents and skills in acting, dancing and singing. She also appreciated the help of the parents of those children who had participated in the show by helping cultivate their children’s talents. In particular, she asked all parents to continue helping their children develop their talents because one day they might become the next Regine Velasquez! The Association is more than willing to help the new group develop and to show their talents to the public. “Let’s bring unity among others, get united and be of great help to each other�, she ended. The show was widely supported and attended by Filipinos and foreign friends from Nicosia and Limassol.

The organisers would like to thank Western Union and G.A.P. Vassilopoulos Worldwide Removals (Cargo) for their generosity as the main sponsors of the event. They would also like to thank Mr. Torossian Hampig of Elita Boutique, Peacock Department Store, Mrs. Luzviminda Socratous, Maya of Carla’s Karaoke, Wilma of Philcy, Sylvia of Linda’s Salon, Mr. Kypros Charalambous and Mr. Stuart Beatty for their technical assistance during the show. Big thank you also to the support staff: Emily (DJ), Bhaby Avancena (DVD operator), Scarlet Tugbo, Airish Maalindog and Nora Dante. A warm and heartfelt appreciation to the committee members of the Association for always ready to help and without them it would have been difficult to organise such events: Ester Beatty, Venny McCullie, Cora Hammoud, Linda Kourtollous, Joan Antoniou, Lina Dapat & Helen Patsalides.

The show was headed by Mr. Ricky Berbenzana and was supported by the following singers: Ms. Stella Toreon, Mrs. Wilma Dayrit, Ms. Jenny Antolin, Miss Crisanta Endozo, Mr. Henny Orong, Miss Marie Sumlay, Miss Thea Manalang and Miss Katerina Socratous. The dancers were: The Limassol Dollies (Dolly Repuno, Jenalyn Serrona, Mailyn Bano, Nhorie Joy Elio & Arlyn Pontilla); the X-10 of Nicosia (Mel Roa, Grace Roa, Kim Avancena, Analiza Avancena & Dina Ison) and Vincent “TETS� Georgiou from Limassol. Also performing especially for the shows were Remy Glorioso and Arnel & Co. Annabel Kalatha, a member of the group was not able to perform in the show due to some personal reasons.

When the last song “Pinoy Ako� had been sung, the audience joined Ricky and Stella on stage to celebrate the success of the show. For at least an hour after the show was done, the stage was still crammed with people dancing to the music, whilst several people belted out the songs on karaoke. Due to the success of the show, plans have been made to try and host a similar event in Limassol next month. Mabuhay ang Filipino!
