Consular Service for Cyprus on March 10 – 11

A consular service will be held on March 10 – 11 in Nicosia as reported by the consular volunteer Primrose Lomas. As per advise of the General Consul  Eleonor L. Jaucian of the Philippine Embassy in Athens, Greece.
The consular  representatives along with the Social Welfare Officer Jocelyn Hafal, Pagibig Officer Jean Santos with some other diplomats are coming.
A consular service is being conducted from time to time as the filipino community in Cyprus is still left an orphan following the immediate resignation of the former Philippine Honorary Consul Mrs. Vanthoula Tsaousis-Constantinides last September 1, 2006.
The consular service includes passport renewal, documentations, OWWA and PAGIBIG membership payments and application. The representatives will also meet and addresss the problems concerning overseas filipino workers. Everyone is requested to come.

Job opportunities in Subic for ex-ofws

Foreign workers in Taiwan can only work for a maximum of six years as stated in the labor policy of Taiwan. This rule led many overseas Filipino workers (OFWs) to falsify travel and work documents and return to Taiwan using other identity.

Labor Secretary Arturo Brion has good news for former OFWs from Taiwan. The Labor chief said that there are possible jobs for displaced OFWs in the economic zones of Subic and Clark.

Brion has discussed this plan with foreign investors and businesspersons in Taiwan. He said “Our workers’ exemplary attitude and dedication to their craft has become our global trademark. It has not only propelled us to be one of the most preferred workers overseas but more significantly, it has enticed multinational companies to put up businesses here.”

Brion further added, “It demonstrates too the ‘brain gain’ that we derive from overseas employment as these workers will use the experience they secured from working in Taiwan.”

The Department of Labor and Employment (DOLE) and its attached agencies will put up a system for the registration of former OFWs form Taiwan. The said database are expected to be finished before March this year and can be used by Taiwanese companies in hiring of employees.

Land Bank Programs for OFWs

The Land Bank of the Philippines (LBP) are set to offer beneficial programs for Overseas Filipino Workers (OFWs) this year. The new program hopes to awaken the entrepreneurial spirit of OFWs by providing loans or investment opportunities, which can help them start a small business. The business can be the source of livelihood for OFWs and their families. 

Joselito Gutierrez, the Vice President of LBP for the Davao region said that the new program would be a major priority for them this 2007. He said, “We don’t have any formal instruction on this by the national government but with the administration giving concerns to OFWs as it recognizes their efforts of pump priming the economy we might as well give them projects that they could benefit,” he said. 

The program will be an addition to the services that they currently offer for OFWs such as venue for remittance and pre-departure loans. The pre-departure loans to finance placement fee is a project of LBP together with the Overseas Workers and Welfare Administration (OWWA). 

According to Guttierez, the programs of LBP target to reach far-flung areas and poor communities of the Philippines to serve those who are truly in need of assistance. 

He further added that as of October 2006, they have given Php 1.41 billion worth of loans to fishermen and farmer-cooperatives. The figure is 128 percent higher in 2005 with only P1.20 billion.  For further inquiries regarding this matter, please contact the Land Bank branch nearest you.

Financial literacy for ofws

The Philippine government never fails to applaud the high remittances of OFWs but the real question is where does all this money go? Why is it that many OFws fail to secure their future even after years of toiling abroad?
 Sadly, not many OFWs are well informed about proper money management and knowledgeable on various investment options where their money can grow. Financial literacy is an important aspect to ensure the success of all OFWs.
 To address this need, financial literacy is now part of the Pre-Departure Orientation Seminar (PDOS) given to departing OFWs. The top insurance company,Philam Life gives the seminar on financial literacy and wealth management.
 The lecture includes a 10-minute video presentation that aims to show OFWs the importance of allotting a portion of their income on savings and why it is not wise to indulge in unnecessary spending.
 Jesus G. Hofileña, Executive Vice president of Philam Life said, “What we want is for OFWs to prioritize their expenses because there are really a lot of uncertainties that they face,� Hofileña said.
 The following are lessons Philam Life want all OFWs to know:
 Live within your means by budgeting expenses and spending just the right amount for necessities such as food, clothing, and shelter. It will greatly help if their goals in working overseas are clear from the start. 


 Avoid get-rich-quick investment schemes like pyramiding. Being victimized by investment frauds will be prevented if OFWs are aware of the the legitimate investment opportunities available in the market.
 Start serious saving. Hofileña said, “They can also try buying stocks, mutual funds, insurance and putting their money in different savings accounts.�
 Finally, financial literacy should extend even to the family members of OFWs. They must learn to value and take care of the money sent to them.
 The notion that Filipinos went abroad to earn money demands a change. Filipinos should work overseas not just to earn but to save money as well. Five to ten years of working in a foreign land is no joke. Among other things, it means years of backbreaking work and separation from loved ones. Therefore, all OFWs must make this sacrifice worth it!

800,000 overseas jobs for professionals and skilled workers

The next three years will be favorable for all Filipinos who are hoping to land a good job overseas. According to the Department of Labor and Employment (DoLE) an estimate of 800 thousand job opportunities awaits OFWs until the year 2009.
The secretary of DoLE Arturo Brion said that high-end jobs would be available in various industries like telecommunications, information technology, medical, tourism, and construction.
The DoLE chief said “The prospects are bright for the next three years (for OFWs) because we have a conservative estimate of more than 800,000 high-end jobs open in the next three years and these are over and above what we have already deployed.�
 
With more opportunities opening abroad, the number of OFWs are expected to further increase. The government targets to send 1.9 million Filipino workers for employment in high-end jobs until 2009. They are eyeing deployment of OFWS for countries in the Middle East, Asia, and Europe.

Rustico Dela Fuente, labor attaché based in Saudi Arabia informed that there would be more construction-related jobs available for Filipinos. The demand for workers are sure to increase over the next five years in Saudi Arabia with the construction of four large economic cities. Workers that would be in-demand are engineers, welders, pipe fitters and surveyors. Construction workers, engineers, and architects are not the only occupations needed as there would also be openings for accountants, market analysts, and economists.

Reydeluz Conferido, Labor Attaché in Japan, said that from 2006 to 2011, Japan would need 8,000 to 10,000 marine officers. According to Conferido, other available jobs in Japan are computer-aided designers, car designers, and telecommunications engineers.
Likewise, other countries like China, Malaysia, Singapore, and Brunei would also be needing the services and expertise of OFWs. The first three countries would need workers for their tourism industries while Brunei would hire workers to work in their oil and gas companies.
Filipino workers are also in-demand in Europe and America. Manuel Imson, Labor Attaché in Geneva, informed that Europe and USA will need workers in the information technology, manufacturing, medical, health, construction, production, banking, finance, and maritime sectors.

Training for DH is not mandatory

The Department of Labor and Employer (DoLE) clarifies that the new policy issued by the Philippine Overseas Employment Administration (POEA) in the deployment of household workers overseas is not mandatory to all domestic helper.
The said policy only requires the workers to take the assessment only if they fail the trade testing three times, according to DoLE Secretary Arturo Brion. 
Any worker who has previous and extensive experience as a domestic helper, either locally or abroad, may opt to go directly for assessment to any accredited assessment centers of Technical Education and Skills Development Authority (TESDA).
The Secretary has spoken to oppose reports that the training and testing requirement, as included in the package of reforms for household service workers (HSWs), was merely a scheme of the government to extort money from the workers.
He blamed those organizations for spreading information that domestic helpers who’ll leave the country must undergo the training.
“As we have always been saying, the reforms that we have been implementing are for the long-term as the new standards would place the DHs on a better footing against abuse and exploitation abroad,� he said.
“I appeal to our OFWs not to be misled by some quarters, in their veiled attempt to discredit the reforms that we have set in place,� he added. Brion also said that the new policy of protecting DHs gained support to the International Labor Association (ILO) consistent with the body’s Decent Work program.
“The global Decent Work program of the ILO is being pioneered by the Philippines,� he said, adding that, “our efforts are also aligned with ILO Convention No. 181, which is against charging, either directly or indirectly, in whole or in part, any fees or costs to workers.�
The Catholic Bishops Conference of the Philippines (CBCP) has also shwoed their support to the new policies particularly through the Bishops’ Episcopal Commission for the Pastoral Care of Migrants and Itinerant People (ECMI), joined by responsible licensed recruitment agencies of overseas Filipino workers (OFWs), and migrants’ rights organizations.
The prevailing training fee ranges from P10,000-15,000 for the mandatory 216 hours training. While the TESDA assessment costs P1,000 only and the whole assessment procedure takes about 3-4 hours and result will follow immediately. The corresponding NC2 certificate issued by the TESDA District Office can be claimed after five days because TESDA reviews and validates the result and procedures conducted by the assessment center.
An HSW who fails in the assessment has to wait for 1 month before she can undergo re-assessment to give her enough time to improve on her skills and increase her chances of passing the assessment.

Spirit is willing, but the flesh is weak, or so they say

There are times when you want to do many things. Trouble is, you are out of time to do even a single part of those things. Sometimes, time seems cooperating, that it gives you all the pleasure to do a thing in your mind. But then again, you just can not do so because your body is not in a suitable condition to do such thing. Confused? Well folks, I am referring to myself and my desire to do this blog regularly. I went for more than a month vacation and what I had in mind while approaching Philippines then was that, I would take a lot of time writing many things. To post good materials in this site especially the experience of travelling back to my country where along the way, I met many OFWs like me. Each has own tale to tell.

Well anyways, I did have lots of work to do right from the very day that I arrived in Davao. It was just a week before Bea’s grand debut party so right then the pressure was thrown on me. The gown, the venue, the invitation, the food, the cake, the balloons, the video, the pictorial, the make up session, the program, and of course, the payment, plus, shopping spree! I had fun though, but I never had the chance to really sit down in front of the computer because even at home I did not have enough time to scribble a word or two. The feeling of not spoiling the moment of being with my family, and I knew that was my moment after years of absence, it was just hard to resist!

Time is telling me it is indeed very hard being away from them. Lots of catching- ups, making ups and yet you could not get enough! Ahh, those missed years of events and occasions which can no longer return to you no matter how you wished it would. So finally I said that this site takes a holiday leave. And I added that soon as I come back to Cyprus my blogging resumes…it was so easy to say then.

Coming from a hot weather Philippines, my body reacted very badly after a week. As Cyprus is in her winter season and intolerable cold temperature, I was right away caught by fever and flu. Huh! And I had severe coughing and disgusting runny nose! Thanks to my mom she gave me medicines to bring with me and it helped a lot. I did not want to stay in bed as it is really time to get back to work, so feeling well or not, the show must go on!

The thing is, in the mornings, I am feeling okay. Evening comes, when I am already at home thinking to sit down and do blogging, then I start feeling weak and vulnerable. Sneezing never ceases out with burning eyes and heavy painful back and shoulder. This is what happens when they say, spirit is willing but the flesh is weak. Ahh. Lie down, idi, your body needs rest! Blah blah blah! Dont want to answer yelling voices of overseas calls from home.

So let me just do a simple making up then, folks. I am saying that I am still not well enough to really satisfy my own personal desire of putting good materials here. The fever at night still lingers, (little cough this time though) but I wont exhaust my mind to work much. My body still cries for enough, much needed rest and I wont be denying it, my golly! So for the rest of the days until my body and mind are ready, I am posting pictures which somehow might remain in your thoughts after seeing them. I have posted few last week but there are a lot more! Enjoy!
